The
Philippines which a Japanese researcher of environmental law saw
Now
I have studied abroad in manila(a capital of Philippines). I spend a plain life
in the city without hindrance. But I have many topics that I should write a
journal about urban environmental problems in this city. because I major
environmental law.
In comparison with Japan called ‘an
environmental advanced nation’ in general, I can not help but say that the urban
environment is so bad. They always have traffic jams from morning to night in
main streets. And these massive amounts of exhaust gas are always released
every day. In addition that, many city’s rivers runs thick, a lots of wastes float
up in rivers, there are bad smells even if you are away from a riverside.
Furthermore, cityscapes are also bad because many garbage are in streets, it is
hygienically bad. That is to say, ‘Manila has both Air pollution, Water
pollution, and the issue of waste ’.
Well, what is the main reason of these environmental
problems? I will focus on the Air pollution in this journal. At first, I think
that this problem is caused by undeveloped railway network. In fact, they have
a few railways, and don’t have subways although the population of Metro manila
is over 20000000people. Therefore, Manila cannot help being an automobile
society, and it closely tied chronic traffic jam, emitting a large amount of
exhaust gas. Moreover, a lot of cars which is running in the city are almost of
old-model cars. In addition that, many Shared taxi called Jeepney are running
everywhere in this country, these jeepneys are running with emitting black
smoke.
So, how should Philippines government solve
this Air pollution? I think that the government has to grapple with three
projects at least. First, the government has to change an automobile society to
a railroad society to extend railways. Second, they should establish subsidy
system of buying eco-car. Third, they should abolish jeepney and create jobs
for jeepney drivers. If they grapple with these projects, they can decrease Air
pollution because the root cause will be cut off. I also think that if they don’t
do that, this problem cannot be solved forever.
